This is the first time that any Government have brought forward legislation to tackle what went wrong at Hillsborough. It is a fulfilment of a Labour manifesto commitment and a commitment by my right hon. and learned Friend the Prime Minister, and I congratulate him on it. I rise to support the legislation.
