I thank the shadow Minister for giving way, but he seems a little confused in his remarks. In the same breath, he is urging the Government to bring the Bill to tackle the broken SEND system before the House as soon as possible, and saying that the consultation has not run its full course and has not brought enough people in. The Government have claimed that the Bill will make generational reforms to the SEND system. The outlines of those proposals have been included in the White Paper, but parents are none the wiser.
