As I set out in my question to the Leader of the House on Thursday, I welcome the Government tabling this carry-over motion for the Hillsborough law, but in truth it should never have come to this. It is wrong and difficult to accept that we find ourselves here today with no Hillsborough legislation in effect. Responsibility for this delay rests solely with a Government who, at times, have refused to push past the vested interests that were always going to oppose transparency and accountability.
